Subsidies for High-End Intelligent Over than 200hp Tractors with Continuously Variable Transmission

In 2025 and 2026, the annual subsidy for the purchase and application of high-end intelligent tractors to address shortcomings in the province shall not exceed 48 million yuan, and the subsidy funds shall be coordinated and resolved from the central and provincial financial agricultural machinery purchase and application subsidy funds issued by the province. According to the Implementation Opinions on Subsidies for Agricultural Machinery Purchase and Application from 2024 to 2026 issued by the Ministry of Agriculture and Rural Affairs and the Ministry of Finance, the agricultural machinery innovation products that are confirmed by the Ministry of Agriculture and Rural Affairs and the Ministry of Finance as major strategic needs for ensuring stable and safe supply of food and important agricultural products, and urgently needed for agricultural production, shall not occupy the provincial annual innovation product use fund scale indicators.

The high-end intelligent tractor with a capacity of 200 horsepower or more hybrid electric and hydraulic mechanical continuously variable transmission that has achieved research and development breakthroughs and urgently needs to be matured and finalized within the scope of the short board machinery catalog (hereinafter referred to as the "short board high-end intelligent tractor").

1. The high-end intelligent tractor with a hybrid electric continuously variable transmission of 200 horsepower or more will be eligible for subsidies through "qualified third-party testing+field (yard) test verification+agricultural machinery service organization evaluation" and other methods.

(1) Progressiveness. Have at least one utility model patent, invention patent, or provincial-level or above scientific and technological achievement appraisal (evaluation certificate). The key components of the transmission system have independent intellectual property rights.

(2) In terms of security. An agricultural machinery appraisal institution with tractor qualification certification (CMA) or an inspection and testing institution recognized by both CMA and CNAS should obtain an inspection report issued in accordance with relevant tractor safety standards.

(3) In terms of applicability. One is to provide two complete machines with an area of no less than 5000 acres for on-site verification of backend monitoring data and related materials, which should be able to truly reflect the time and location information, operation type and load situation, fault situation, etc. of on-site verification. The second is to obtain an agricultural machinery appraisal institution with tractor qualification certification (CMA), or to obtain an inspection and testing institution recognized by both the tractor qualification certification (CMA) and the China National Accreditation Service for Conformity Assessment (CNAS), and issue a field (yard) on-site test verification report (the maximum horsepower model verification report is provided for the same unit product). The on-site experimental verification process requires full monitoring and retention of monitoring records. The third is to provide evaluation materials for agricultural machinery service organizations.

(4) In terms of consistency assurance capability. It should have corresponding production capacity, and the specific requirements should not be lower than the requirements for product consistency assurance in the current tractor promotion and identification outline.

2. The high-end intelligent tractor with a hydraulic mechanical continuously variable transmission of 200 horsepower or more is eligible for subsidies through the method of "obtaining agricultural machinery test and appraisal certificate+independent intellectual property rights for key components of the transmission system".
